A medium-sized tanker flying the Malta flag, carrying about 40,000 tons of ultra-low sulfur diesel, is heading toward New York City. This shipment, which left the Russian port of Primorsk on the Baltic Sea on October 22, 2026, is one of the most prominent indicators of the shift in oil supply policy following an agreement reached between US President Donald Trump and his Russian counterpart Vladimir Putin.

US Strategy to Contain Fuel Prices

This move comes at a time when the United States is experiencing economic pressure as a result of the record rise in diesel prices, which have jumped by nearly 70% since the outbreak of the US-Israeli war on Iran in February 2026. These supplies are part of broader arrangements announced by Trump earlier, aimed at increasing the global fuel supply and easing price burdens on consumers and businesses before the midterm congressional elections.

Expectations of Increased Russian Exports

Estimates indicate that Russian diesel shipments heading to the United States may reach 500,000 tons during November 2026, with plans to increase these quantities to one million tons in later stages. These moves come in the context of Russia's efforts to boost its exports, as Russian Deputy Prime Minister Alexander Novak stated that his country aims to increase diesel exports to reach between 3 million and 3.5 million tons per month by the end of the current year.

Shift in Global Energy Paths

Since the European embargo on Russian oil products was imposed in February 2023, Moscow has redirected its exports to alternative markets such as Brazil, Turkey, and African countries. With the recent understandings, the US market has become a new destination for Russian fuel, representing a shift in international energy trade dynamics. Conversely, this return raises questions and criticisms related to the easing of restrictions imposed on the Russian energy sector, in light of the ongoing geopolitical tensions.
