US President Donald Trump has announced that oil production, refining, and related activities are considered an essential part of national defense. This decision comes under a presidential memorandum in which Trump invoked part of the "Defense Production Act," legislation dating back to the Cold War era, which allows the US administration to provide financial incentives to support fossil fuel projects, including pipelines and liquid fuel storage facilities.

This move aims to address energy challenges that may hinder the rapid provision of services, such as funding shortages, long implementation periods, infrastructure barriers, and supply chain complexities. Despite the invocation of the law, the presidential memorandum did not specify particular projects that will benefit from this funding, although Vice President J.D. Vance had previously indicated the administration's intention to use this law to expand the production capacities of an oil refinery in Texas owned by Delek US Holdings.

Market context and global supply challenges

This move comes in light of escalating geopolitical tensions in the Middle East, the repercussions of attacks on energy facilities that have restricted global oil supplies, and the impact of attacks on Russian oil refineries in exacerbating fuel shortages. These fluctuations in oil and diesel prices directly affect the economic and political challenges faced by the US administration domestically.

The United States is currently leading the global energy scene, with its average production reaching about 13.6 million barrels of crude oil per day during 2025, making it the world's largest oil producer. Trump had previously signed legislation that includes allocating $1 billion in funding under the "Defense Production Act" for energy projects classified as vital assets for US national security.
