Turkey's Energy Market Regulatory Authority has introduced fundamental amendments to the regulation on connection and usage of the electricity market system, aiming to enhance the efficiency and stability of the national grid. This step comes within the authority's effort to regulate interaction mechanisms between energy producers and distribution network operators, ensuring the continuity of electricity supplies in a stable and competitive manner.
Restrictions on disconnecting from the distribution network
Under the new amendments, electricity production license holders can no longer apply to disconnect from the distribution system as long as their licenses remain valid or have not been revoked for legal reasons. The regulation requires companies wishing to change their connection point and modify it toward the transmission system to complete administrative procedures and update license data first before being able to submit a formal request to disconnect from the distribution network. This step aims to prevent any unplanned interruptions in supply and ensure that producers fulfill their responsibilities toward the grid to which their facilities are connected.
Amendments to connection agreements and financial guarantees
The updates included an amendment to Article 21 of the regulation, requiring companies to complete the signing procedures for connection agreements within a maximum of thirty days from the date of signing, in order to accelerate the pace of regulatory operations. Regarding financial aspects, the authority imposed the provision of unconditional and continuous bank guarantees, or cash deposits, to cover distribution system usage fees. Users may also choose to provide electronic guarantees to facilitate procedures.
To incentivize good financial practices, the authority decided that users who have committed to paying system usage bills regularly over the last twenty-four months will have a maximum multiplier of only one applied to the value of the required guarantee. Distribution companies are also committed to returning any excess guarantee amounts within ten business days of a user's request, with surpluses resulting from these new amendments being automatically liquidated within one month from their effective date, which enhances financial liquidity for compliant production companies.
