The Electricity Regulatory Commission in the Indian state of Gujarat has adopted the final regulations for grid-interactive battery energy storage systems for 2026, in a step aimed at enhancing grid stability and raising its operational flexibility to support the integration of growing renewable energy sources.

An integrated regulatory framework to support renewable energy

The new regulations come in line with the directives of the Indian Ministry of Power, which classifies energy storage as a key element in electricity generation, transmission, distribution, and ancillary services. Battery energy storage systems contribute to balancing supply and demand by storing surplus electricity and pumping it when needed to ensure network operational reliability, especially with the increasing reliance on solar and wind energy, which are affected by weather conditions.

Procurement and registration mechanisms for storage projects

The regulatory body explained that the process of preparing the regulations included issuing an initial draft followed by public hearings and consultations during which it received comments and feedback from stakeholders. Under the final framework, electricity distribution companies and other licensed entities are required to procure energy storage capacities through competitive tenders with complete transparency, while direct procurement is permitted in exceptional cases with prior approval and the provision of sufficient technical and commercial justifications.

The regulations also imposed registration requirements with the Gujarat Energy Development Agency, setting a minimum capacity for standalone storage projects of more than one megawatt, and a storage duration of no less than two hours, with the necessity of connecting to the electricity grid at a specific voltage to ensure operational efficiency.

Operational models and ensuring grid security

The regulations allow operation through multiple models including projects integrated with renewable energy plants, standalone units, and systems embedded in transmission or distribution networks. The regulations stipulated that integrated projects must be charged exclusively from their associated renewable energy plant to avoid any accounting complications or regulatory violations. In the same context, the government Load Despatch Centre was granted broad powers to issue direct routing instructions to all grid-connected storage systems during disturbance situations to ensure the protection of the electrical system and the continuity of energy supplies.
