The Indian city of Guna is witnessing rapid developments related to excavation work and the laying of natural gas pipeline networks, amid accusations that the executing agencies are operating in areas beyond the official permits granted to them. The Indian Oil Corporation's pipeline division is carrying out intensive excavation operations in several neighborhoods and main streets of the city, taking advantage of weekends and public holidays to accelerate the pace of work, especially during night hours.

Details of excavation and laying permits

According to municipal authorities, the concerned company was granted the first official permits in the middle of last October, specifically on the 14th, to carry out excavation work within a specific geographical scope that includes a number of vital streets and residential neighborhoods. However, field observations indicate the existence of violations and unauthorized excavations, in addition to exploiting holidays and occasions to carry out additional work.

The list of pre-approved locations included dozens of streets and neighborhoods, where the company has already completed excavation and pipeline laying work in many of these sites, reaching the point of connecting the service to some homes and beneficiaries. In return, the company deposited a significant financial guarantee with the municipality to ensure adherence to technical terms and standards while executing the service project related to expanding the scope of energy supplies.

Position of official authorities and expected measures

Regulatory and municipal authorities in the city confirmed that they are closely monitoring the developments of the field project to verify the commitment of contractors and companies to the limits and conditions specified in the permits. A field study is being conducted to compare the actual work sites with those officially authorized to determine the existence of any violations or illegal excavation operations carried out without obtaining the necessary administrative approvals.

In this context, the municipal executive administration stressed that if any violations are proven, the matter will be escalated to higher authorities and the necessary legal measures will be taken. These measures may include immediately stopping work at the violating sites, as well as potential demands for financial compensation for damages that may be inflicted on infrastructure and streets as a result of these works carried out without prior coordination.
