Engineer Karim Badawi, Minister of Petroleum and Mineral Resources, discussed with ministry leaders, heads of authorities, and holding companies the activation of a new mechanism for succession planning, aimed at expanding the selection base for leadership positions and maximizing the utilization of available human competencies in the petroleum sector.
During the meeting, the Ministry of Petroleum emphasized the continuation of efforts aimed at developing the talent management and succession planning system, in a manner that enhances the principle of equal opportunities and solidifies the culture of merit and worthiness. It pointed out that the petroleum sector possesses a true wealth of human energies and promising expertise, and that discovering these energies represents a fundamental pillar for building the sector's future.
An Integrated Mechanism for Selecting Leadership Positions
The meeting reviewed the integrated mechanism developed by the ministry to provide broader horizons for outstanding competencies across various companies and specializations. The new system relies on objective standards centered around suitability for the requirements of each job, technical, administrative, and leadership competencies, performance level, ability to achieve results, and the candidate's readiness.
The proposed mechanism relies on leaders at various organizational levels—starting from heads of authorities, holding companies, their deputies, and assistants, down to general managers—submitting three nominations of qualified cadres for each job position. This procedure aims to widen the circle of identifying promising competencies and provide multiple alternatives for comparing candidates.
Building an Integrated Database for Talents and Competencies
The philosophy of the system extends to building an integrated database for talents and competencies through three main axes, including job performance evaluation to measure achievement, establishing a talent bank to identify outstanding elements in various specializations, alongside continuous qualification and training to develop technical, administrative, and leadership capabilities in coordination with the talent management units in the ministry.
These efforts seek to transform succession planning from a mere organizational procedure into a comprehensive system for discovering talents and refining their capabilities, providing competencies with clear paths for professional development, and helping to place the right person in the right place at the right time, thereby enhancing the sustainability of institutional performance and the petroleum sector's ability to face challenges.
