Regulatory authorities in the energy sector have introduced wide-ranging amendments to five regulatory bylaws related to the electricity sector, in accordance with the published official decisions. These new regulations aim to redefine the rules governing storage activities, unlicensed generation, and connections to distribution networks, in addition to re-engineering financial guarantee mechanisms and support services to enhance market efficiency and stability.
New rules for refunding financial guarantees
The new regulations established a clear mechanism for refunding financial surpluses; distribution companies must return amounts exceeding the required limit if the user submits a refund request, within ten working days. Beneficiaries of these facilities are subscribers who have shown full commitment to paying usage bills during the past period without any defaults. A time frame has also been set allowing users to provide additional guarantees when needed to increase their value according to approved standards.
Automated control systems for storage stations
The newly introduced rules imposed advanced technical requirements on consumers wishing to establish electricity storage facilities that exceed the capacity of the concluded agreements. These requirements included obligating beneficiaries to install automated power control units and power-off systems, in coordination with the network operator, to ensure that designated loads are not exceeded and to prevent any unauthorized pumping of energy into the public grid to ensure operational stability.
Remote management of unlicensed generation
The amendments granted distribution companies and some industrial areas the authority to remotely control unlicensed electricity generation stations when implementing emergency instructions for the capacity balancing market. Operating entities are responsible for informing station owners of the end of emergency situations within the prescribed period, while the responsibility for restarting the facilities lies with the owners according to applicable conditions, with the regulation of mechanisms for calculating and settling production associated with those cases.
Deadlines for amending agreements
The regulations approved a specific deadline for unlicensed electricity producers to review and amend interconnection contracts with network operators, while approving the non-application of certain penalty conditions until the beginning of 2027 to alleviate operational burdens on existing investments, in addition to regulating the rules for terminating distribution network connection contracts for beneficiaries according to the prescribed conditions.
