The Japanese Cabinet has officially approved a package of strategic legislation aimed at strengthening energy supply security and securing oil and liquefied natural gas (LNG) transport networks, a move that comes in response to ongoing geopolitical tensions in the Middle East and to ensure the stability of the domestic market and meet the needs of the energy sector.

The new legislation includes providing government insurance coverage and partial reimbursement of shipping insurance payments and structures for shipments of oil, refined products, and liquefied gas, to address any potential shortage that may arise if foreign insurance companies cease providing the necessary reinsurance for vital maritime tankers.

Expanding support scope and alternative routes

Japanese official entities confirmed that structural changes in the global energy landscape require increasing supply chain efficiency and reducing risks. The legal amendments include expanding the scope of previous laws to include petroleum products such as naphtha and LNG. Importing companies and refineries will also receive incentive packages and financial support when diversifying energy supply sources away from the Strait of Hormuz region, according to approved plans to rationalize and secure maritime corridors.

Expanded powers for the Energy Security Organization

The package included enhancing the role and mandates of the Japan Organization for Metals and Energy Security, to include the authority to provide debt guarantees and financial participation for alternative pipelines and overseas biofuel projects, in addition to managing carbon capture and storage projects and mineral resource recycling programs, as part of the comprehensive economic and environmental policy package adopted by the government to reduce risks and build a more flexible and sustainable energy structure for the future.
