US Secretary of State Marco Rubio affirmed that changing energy sources cannot happen overnight, noting that countries like India are voluntarily diversifying their energy portfolio, but still rely on large quantities of Russian supplies due to the difficulty of a sudden transition in supply sources.

Evaluating the Impacts of Sanctions and Tariffs

Rubio explained that proposals regarding the imposition of sanctions on Russia include provisions to impose tariffs on several countries, including India. He noted that President Donald Trump intends to use a 60-day period to assess the potential impacts of these steps on both the global economy and the US economy.

These statements come following Trump's decision to grant exemptions under the Graham Act regarding certain restrictions imposed on fuel sales from Russia. The act allowed for the imposition of tariffs of up to 100% on goods coming from the top five importing countries of Russian crude oil or natural gas, which include India and China.

India is a Strategic Partner for the United States

The US Secretary of State described India as an ally and an important partner for the United States, emphasizing the need to study all aspects to find the right combination of decisions. Rubio is scheduled to visit India this month, including a program to visit the city of Jamnagar, which houses one of the largest refineries in the world.

Global Supply Challenges and Geopolitical Conditions

Rubio pointed out that the US administration is monitoring changes in the global geopolitical landscape, noting the pressures facing global energy supplies. He explained that tensions are not limited to the Strait of Hormuz, but extend to include increasing attacks on Saudi Arabia by the Houthi militia, and the targeting of energy infrastructure during the Russian-Ukrainian war, which affects global prices.

In a related context, President Trump used his powers under Section 115 of the Graham Act to grant exemptions from certain restrictions and duties, considering this to be in the interest of US national security, following the announcement of an agreement to supply quantities of Russian diesel including more than 300,000 tons immediately, followed by additional quantities reaching 500,000 tons in November, and then 10 million tons later.
