The Energy Market Regulatory Authority in Turkey has issued fundamental amendments to the regulatory frameworks concerning electricity market activities in industrial zones and specialized industrial zones. These amendments aim to enhance the stability of the electrical grid and ensure flexibility in handling emergencies that the energy system may face, by assigning new responsibilities to electricity distribution operators in these areas.
Responsibilities of Industrial Zone Operators
Under the new amendments, companies holding electricity distribution licenses in industrial zones and specialized industrial zones are now obligated to comply with the implementation of load shedding instructions issued by the relevant electricity supply companies. These instructions come within the framework of mechanisms regulating the work of unlicensed electricity generation plants, as the procedures aim to control electrical flows and prevent any imbalance that could threaten the safety of the national grid. The authority emphasized that non-compliance with these instructions will subject violating entities to the legal penalties stipulated in the sixteenth article of the Electricity Market Law, reflecting the authority's seriousness in enforcing operational discipline.
Data Sharing Obligations
In addition to load shedding responsibilities, the new regulations imposed an obligation on distribution operators to share data concerning unlicensed generation plants connected to their networks with electricity supply companies. This includes periodic and immediate reports on the implementation of load shedding instructions to ensure transparency and effective oversight.
The amendments also obligated the concerned parties to provide the Turkish Electricity Transmission Corporation (TEİAŞ) with the necessary data within the framework of emergency measures on time and in full. This step is part of a broader strategy to enhance coordination between network operators and suppliers, to ensure the continuity of energy supplies, as entities that fail to fulfill data exchange obligations will be subject to the same legal penalties stipulated in the Electricity Market Law, to ensure the accurate flow of information required by grid emergencies.
