Engineer Karim Badawi, Minister of Petroleum and Mineral Resources, discussed with ministry leaders, heads of authorities, and holding companies ways to activate a new succession planning mechanism, aimed at broadening the base of selecting cadres for leadership positions and maximizing the utilization of available human competencies in the sector.
Developing the Competency Management System
This step comes within the framework of the ministry's continuous efforts to develop the competency management system and consolidate the principles of equal opportunities, merit, and deservingness. This orientation stems from the belief that the petroleum sector possesses human energy and promising talents, and that discovering these capabilities and providing opportunities for professional growth represents a fundamental pillar for building the future of the sector.
Criteria for Selecting New Leaders
The integrated succession mechanism relies on objective criteria that ensure placing the right person in the right place, as the selection process focuses on suitability for job requirements, technical, administrative, and leadership competencies, in addition to the performance level and the ability to achieve desired results. This system provides broader horizons for high achievers in various companies and specializations to assume greater responsibilities.
Nomination Mechanism and Building the Talent Pool
The new mechanism includes leaders at various organizational levels, starting from the heads of authorities and holding companies down to general managers, submitting three nominations of qualified cadres for each job position. This aims to provide multiple alternatives and enhance the opportunities for objective comparison among candidates based on their capabilities and achievements.
Pillars of the New System
The philosophy of the system is based on three main pillars aimed at building an integrated talent pool within the sector, which are: job performance evaluation to measure achievement, establishing a competency bank to identify outstanding elements in various specializations, and providing continuous qualification and training to develop leadership and technical capabilities in coordination with specialized competency management units.
Investing in the Human Element
These moves emphasize that investing in the human element represents the top priority for the future of the petroleum sector. These efforts aim to consolidate an institutional culture based on justice and equal opportunities, and to ensure the sustainability of institutional performance by opening the field for successive generations of competencies capable of facing challenges and achieving the future targets of the sector.
