Recent projections indicate a potential decrease in greenhouse gas emissions in France by 2.8% during 2026, a decline exceeding the rate recorded in 2025, which stood at 2.1%. According to data released by the Centre for Studies on Technology and the Environment (Citepa), the body responsible for preparing France's official emission budget, total national emissions are estimated at approximately 349.4 million tonnes of CO2 equivalent in 2026.

Impact of the Transport Sector and the Fuel Crisis

The transport sector, which accounts for about a third of emissions in France, contributed significantly to this decline, as emissions from this sector are expected to drop by 4.8% over the course of the year. The report attributes this decline to the sharp drop in diesel sales by 7.3% during the first half of 2026, which is linked to tensions in the Middle East and rising fuel prices, noting that diesel is used in more than two-thirds of road vehicles.

Decline in Building Sector Emissions

The building sector also witnessed an expected decrease in emissions of 5.9% during 2026. The main reason for this decline is the reduction in emissions related to heating, hot water, and cooking in residential and commercial buildings, as a result of lower natural gas consumption.

Need to Accelerate the Pace of Reduction

Despite the expected decline, Citepa clarified that the pace of emission reduction is still well below the annual average required to achieve climate targets by 2030. The report emphasized the necessity of accelerating this trajectory in the coming years to comply with carbon budgets and achieve France's goals. The third National Low-Carbon Strategy (SNBC 3), adopted in July 2026, includes targets to reduce emissions by 5.7% in 2027 and 6.1% in 2028 compared to the previous year.
