Egypt's Ministry of Petroleum and Mineral Resources is moving towards developing mechanisms for selecting leaders and qualifying competencies within the petroleum sector, by applying a modern succession planning system aimed at discovering promising talents, and expanding the base of candidates to assume leadership positions according to standards of merit and eligibility.
In this context, Engineer Karim Badawi, Minister of Petroleum and Mineral Resources, reviewed during his chairmanship of an expanded meeting with ministry leaders, heads of authorities and holding companies, the proposed vision to activate this new mechanism, which comes within the ministry's efforts to enhance equal opportunities and provide room for those with expertise and distinguished abilities to assume various responsibilities within this vital sector.
Objective criteria for selecting leaders
The new system relies on expanding the scope of selection among employees in various companies and specializations based on precise and objective criteria. These criteria include the candidate's suitability for job requirements, technical, administrative, and leadership efficiency, general performance level, in addition to their ability to achieve targeted results and readiness to assume greater responsibilities.
To ensure the comprehensiveness of the comparison, the new mechanism includes tasking leaders at various organizational levels, starting from heads of authorities, holding companies, their deputies, assistants, and general managers, all the way to company presidents, with submitting three nominations of qualified and distinguished cadres for each job position. This step aims to provide multiple alternatives that allow a comprehensive comparison to choose the most suitable for each position.
A talent bank and continuous training programs
The system is not limited to identifying candidates for positions only, but extends to building an integrated database of talents and competencies through main axes that include job performance evaluation, establishing a talent bank to monitor distinguished elements in all specializations, as well as rehabilitation and continuous training programs to develop capabilities.
These axes are implemented in coordination with talent management units in the ministry, authorities, and holding companies, in order to hone the skills of talents and prepare successive generations of leaders capable of continuing the path of development and facing future challenges in the Egyptian petroleum sector.
