During the Egypt 2026 forum, President Abdel Fattah el-Sisi reviewed the strategic challenges facing the energy sector in light of global fluctuations, pointing out the importance of developing proactive scenarios to deal with potential economic crises. The discussion addressed the hypothetical scenario of the price of a barrel of oil reaching $150, and the resulting direct financial pressure on the state budget.

The President emphasized that these discussions aim to assess the ability to continue providing fuel supplies to power plants in light of current economic conditions. He questioned the extent to which citizens could bear the consequences of global market fluctuations if the state were forced to take rationing measures such as electricity load shedding for periods ranging from 4 to 5 hours daily, stressing the need for transparency in presenting all challenges and costs associated with the energy sector.

Debts of the petroleum sector and state obligations

The dialogue included a review of Ministry of Petroleum data, announcing that the sector's debts reached 1.6 trillion pounds as of the end of June 2026. The discussion touched on the necessity of securing monthly foreign currency needs required to import petroleum products and ensuring the payment of dues to foreign partners, to guarantee the continuity of production and the provision of fuel for power generation plants.

The President also discussed with the Minister of Electricity the efficiency of collection and monthly revenues resulting from electricity sales, and the ministry's ability to meet its financial obligations to the petroleum sector in exchange for the quantities of fuel supplied. Sisi stressed the importance of balancing the preservation of service levels provided to citizens with the massive financial challenges, calling on the media to convey the facts in their full context and to avoid taking statements out of context to ensure public opinion understands the nature of the challenges facing the state in this vital sector.
