The Indian city of Guna is witnessing extensive operations to extend natural gas pipeline networks, led by the Indian Oil Corporation Limited, as part of plans to expand energy services in urban areas. However, these works have sparked widespread controversy due to accusations of exceeding the geographical areas permitted for exploration and excavation, amidst demands for strict adherence to municipal licenses granted.

Violations in excavation licenses

Available information indicates that the project's implementing company obtained official permits from the municipality on October 14. However, local reports indicated that excavation operations continued in areas not covered by the license, particularly during public holidays. The permits previously granted included a wide range of locations, such as the Parashuram Temple area, the vicinity of the National Guard and Police offices, in addition to several residential neighborhoods. In contrast, complaints indicate that unauthorized excavation activities were monitored on streets and main roads that were not included in the approved maps for the work, which prompted local authorities to review the situation on the ground.

Regulatory measures and financial guarantees

In this context, Shailesh Avasthi, an administrative official at the municipality, confirmed that the authorities will conduct a comprehensive investigation to determine the accuracy of these allegations and compare the locations that have actually been excavated with those approved in the permits. This step is part of the municipality's commitment to ensuring the safety of infrastructure and avoiding damages resulting from random excavation. It is worth noting that the Indian Oil Corporation has deposited a bank guarantee of 25 million rupees with the municipality, as part of regulatory measures to ensure compliance with technical and professional standards.

The authorities have vowed to take immediate corrective actions if the violations are proven, which may reach the point of stopping work at unauthorized sites and imposing financial compensation in accordance with local laws and regulations. These developments come at a time when the city is seeking to modernize its energy networks, making the balance between the speed of completion and compliance with regulatory rules a matter of critical importance to ensure the stability of public services and avoid conflicts with residents and regulatory bodies.
